Why Pascon

Before you sign a building contract with anyone including us there are five things worth confirming: that the licence is current, that it covers the work you’re hiring them for, that it’s held under the right legal entity, that insurance is properly in place, and that the builder has a clean record with the regulator.

Most builders make that information genuinely hard to find. We’ve put it all here, linked directly to the government registers, so you can check it yourself in under five minutes.

Is Pascon a registered builder in Victoria?

Yes. Pascon Group Pty Ltd is registered with the Building and Plumbing Commission (BPC) the Victorian government body that licenses all builders, oversees compliance, and takes disciplinary action when standards aren’t met. The BPC replaced the Victorian Building Authority (VBA) on 1 July 2025, bringing licensing, insurance, and dispute resolution together under one regulator.

Registration is not a tick-box exercise. To hold and maintain a current registration, a builder must demonstrate adequate practical experience, keep active insurance eligibility, pass a fit-and-proper-person assessment, and maintain a clean disciplinary record. Without current BPC registration, a builder cannot be named on a building permit, cannot legally sign a major domestic building contract, and cannot take a deposit from you.

One thing worth knowing: in Victoria, a building contract must be signed by the registered legal entity, not just the individual director behind it. CDB-U 51709 is the company registration that covers Pascon’s work under contract. The individual registrations held by George Passas are what underpin the company’s eligibility. Both are current.

What does

"Domestic Builder Unlimited" actually mean?

It’s the highest class of domestic builder registration available in Victoria. An Unlimited licence authorises Pascon to carry out any class of domestic building work: new custom homes, extensions, full renovations with no cap on contract value and no restriction on project type.

To earn this registration, a builder must demonstrate at least three years of well-rounded practical experience assessed directly by the BPC: quoting, contracts, obtaining planning and building approvals, engaging subcontractors, managing active builds, and completing handovers. It is not a certificate you complete over a weekend. It cannot be bought, borrowed, or transferred. And it can be suspended or cancelled if a builder fails to maintain the required standards.

Does Pascon have a clean disciplinary record?

Yes. The BPC maintains a public Practitioner Disciplinary Register listing every prosecution, penalty, condition, and disciplinary action taken against registered builders in Victoria.

Is Domestic Building Insurance in place?

Yes and this one matters more than most homeowners realise until it’s too late. Victorian law requires every registered domestic builder to take out Domestic Building Insurance (DBI) before starting work on any contract over $16,000, and before accepting a single dollar in payment. Builders who take deposits without DBI in place face penalties of up to $96,000 as an individual, or significantly more as a company.

DBI is taken out by the builder in your name, for your specific project. It protects you if your builder dies, becomes insolvent, disappears, or fails to comply with a VCAT or court order. Cover is up to $300,000: structural defects for six years from completion, non-structural defects for two years.

The collapse of Porter Davis Homes in 2023 left thousands of Victorian homeowners exposed after builders failed to properly arrange insurance before taking deposits. It’s the clearest recent example of why asking to see the DBI certificate before signing anything is not overcautious. It’s standard due diligence.

Industry Memberships

Pascon is a member of Master Builders Victoria (MBV) the peak industry body for Victorian builders since 1875. MBV membership requires a current VBA/BPC registration and background checks on all members, including credit checks and professional references. Only registered building practitioners can carry the Master Builder designation.

Pascon is a member of the Housing Industry Association (HIA) Australia’s largest national association for residential building. HIA members are bound by the National Code of Ethics and commit to the highest standards of professional conduct and workmanship.

Licence numbers get buried in footers. Insurance certificates sit in filing cabinets. Disciplinary records are public, but nobody tells you where to look or what to look for. Most homeowners sign building contracts without having verified any of it not because they don’t care, but because the information was never made easy to find.

Choosing a custom home builder is a different decision entirely from hiring a tradie for a weekend job. You’re entering a contract that will run for 12 to 18 months, involve a significant portion of your net worth, and determine how your family lives for the next 20 years. The credentials on this page don’t tell you whether Pascon is the right fit for your project; only a conversation can do that. But they do tell you we’re legitimate, properly insured, compliant with Victorian building law, and answerable to a regulator with real enforcement powers.
